PHILIPSBURG:--- In a narrow 8–7 vote, the Parliament of Sint Maarten has passed a motion requesting an independent investigation by the General Audit Chamber into the financial and administrative procedures surrounding government support for the Soul Beach Festival.
The motion was initiated by MP Ardwell Irion (National Alliance) and was co-signed and supported by:

The motion highlights concerns raised by Members of Parliament regarding the transfer of $175,000 in 2024 from concession fees owed by the Harbor Group for 2025, which was reportedly used in the 2024 fiscal year without a corresponding budget amendment. Additionally, MPs expressed concern about the inconsistent application of the Subsidy Ordinance, particularly to eligibility standards, documentation, and inter-ministerial procedures.

The legal basis and approval process for all financial support. How were these funds budgeted and transferred? The full scope of financial and in-kind contributions provided, including Compliance with applicable financial procedures and legislation.
The motion also calls on the government to develop a supplementary policy to the Subsidy Ordinance that: Establishes clear eligibility criteria for public subsidies; Standardizes procedures and documentation for exceptional cases; Clarifies roles across ministries and departments.
Promotes transparency and accountability in public funding decisions.
The motion has been forwarded to the Government of Sint Maarten, the Parliament, and the Governor for follow-up and implementation.
