Parliament Approves Motion for GEBE Relief Proposed by MP Omar Ottley.

omarottley03042025PHILIPSBURG:--- In a significant move during the 2025 budget debate on Monday evening, Parliament approved a motion presented by Member of Parliament Omar E.C. Ottley aimed at providing much-needed relief to residents and businesses burdened by high utility costs from NV GEBE.

The motion, which builds on a similar initiative passed in October 2024, addresses the financial strain caused by high utility bills exacerbated by the Fuel Clause, Throughput Fee, and Turnover Tax (TOT). It also highlights the ongoing challenges faced by NV GEBE since the 2022 ransomware attack and the subsequent load-shedding issues that persisted through late 2024.

Key Resolutions in the Motion:

  1. TOT Exemption for Fuel Imports:The motion requests the Minister of Finance to grant a one-year TOT exemption to SOL for all heavy fuel oil (HFO) and diesel imported for sale to NV GEBE. This exemption is expected to reduce operational costs and, in turn, lower utility bills for consumers.
  2. Evaluation of TOT on Fuel Prices: The motion also calls on the Minister of Tourism, Economic Affairs, Traffic, and Telecommunication (TEATT) to evaluate the legal basis for excluding TOT from government fuel price publications.

MP Ottley emphasized the urgency of the matter, stating that immediate relief is essential to support economic recovery, restore public confidence, and alleviate financial hardship for the people of Sint Maarten. He noted that NV GEBE's inability to provide affordable services has directly impacted the quality of life for residents and the operational capacity of businesses.

The motion received widespread support in Parliament, reflecting a collective commitment to addressing the financial challenges faced by the community. Copies of the motion will be sent to the Government of Sint Maarten, the Board of Directors of NV GEBE, the Ministry of TEATT, and other relevant stakeholders.

This approval marks a critical step toward easing the financial burden on residents and businesses, signaling hope for economic recovery and stability in the utility sector.
